  • Blaming the elderly is a tired old argument, Kevin - Opinion Piece for The Punch

THE HON BRONWYN BISHOP SHADOW SPECIAL MINISTER OF STATE, SHADOW MINISTER FOR SENIORS | 26/01/10

There is nothing new in the mid summer sermons of Prime Minister Rudd as he meanders across the Australian continent.

The fact that health expenses are rising faster than inflation is not a revelation it is simply a well known fact. Neither is it new that the population is ageing. This simply means that people are living longer and healthier lives and is a cause for celebration, not morbid prognostications.

What is new is that Mr Rudd is blaming older Australians for the cost blowout. The blame game used to refer to the Commonwealth blaming the States for health problems and the States returning the favour. The new blame game, apparently is to blame those who have worked hard, brought up families, added to the wealth of the nation and provided for themselves as best they can – that is Senior Australians.

    Nice one Mr Rudd.

The reality is that ageing accounts for only one fifth of the rising health costs. The majority of health costs rise because of the introduction of new and expensive drugs and technologies together with higher consumer expectations of the level and type of services available. These are the major cost drivers and will remain so.

As we reflect on Australian Day it gives me much pleasure to see the recognition of Senior Australians, with the announcement of Maggie Beer as Senior Australian of the year.

In 1999 the first Senior Australian of the year was announced. It was Slim Dusty and the criteria I considered essential as the then minister was the continuing contribution that person would make. Maggie is a terrific appointment.

I hope as Mr Rudd made the announcement he reflected upon that continuing contribution. Instead of shifting the blame game onto Senior Australians he needs to see Senior Australians as a positive asset, including mature age workers benefiting the nation rather than blaming them for being in his terms ‘a challenge’ and a reason to increase taxation.

Ageing is only a direct cause of dependency to the extent that those not working are reliant upon income from those working.

In fact there are many seniors who continue to earn income from their labour, shares, savings, superannuation, real estate or other assets.

Instead of just shifting the blame game, government needs to develop policies that ensure that all Australians can expect to be respected throughout life.

Mr Rudd also seems to forget that both ends of the spectrum are dependant on those participating in the workforce and is expressed as the dependency ratio. Simply it comprises children who do not work expressed as 0 to 15 year olds and those past pension entitlement age.

The fact that we have added (fortunately) an additional 50,000 babies, annually since 2000 to our population increases significantly the cost of education, health and welfare payments.

There are some weird folk who lament our mini baby boom which I consider a great joy and a cost well worth providing for the education and training to prepare them for their working lives. But until they enter the workforce they are dependant and that can be well past 15 years of age.

We need policies that enable people to participate longer in the workforce if they wish, enabling continuous up-skilling and break down barriers to access re-training.

Research shows that if just 10% of people between the age of 55 and 70 years remain in the workforce instead of leaving there is a significant rise in the gross domestic product (GDP) and income for all Australians.

As we celebrate Australia Day it is time to reflect on the contribution of all who have built this magnificent country and honour our Constitution and the institutions and symbols, such as our National Flag, that underpin our way of life.

We can then have the confidence that Australians will, through their own endeavours have a secure future.

There is no way the blame game will finish until ONE entity takes 100% of everything, this 60% funding leaves the states to do anything they like,, then we are back to they said, we said, etc - a big fat cop-out for all of them. If Kev is fair dinkum by his own declarations, to stop the blame game, his Federal Government must take over 100% Health, Education, Roads ,Rail, Ports, Aged care , Taxation etc etc. NOT Constitutional Kev! I do not think any current State Government would allow this. Australia needs true leadership at all levels not self interested political banter , egotistical verbal bullshit, half truths and statistical distortions.

Rudd is forcing people to stay in the work force beyond 65 yrs, instead of the carrot system that Howard brought in of bonuses if they did. This is much better, as it was a good enticement for those who could keep working. My husband for one is very disappointed this system has been discontinued. And its replacement is financially useless. Not everyone can continue working, eg., a person's health, aged parents needing care, grandchildren needing care , work is too physically demanding for a 65+ body, etc. What is going to happen to these people, who wont even be able to access their Super? Who wants to go back to school at 65? What money would you live off? Don't say Austudy, that would be a joke. How could you afford to pay you bills, insurances, help your elderly parents or adult chn? Who would employ a 65 yr old, recently trained in book-keeping for example, with no experience?

I think it is morally cruel and undemocratic to table a policy that forces 60 year old people + to work. Once your 60 your 60! Your body shows you, tells you, and no matter what the experts say, once your 60 your no spring chicken! Most folks in their 60's have health issues and they are tired. This crap about living longer and being healthier is simply crap! Nothing has changed except the drugs we take to keep us going. Being forced to stay at work or being forced off the pension and back to work is disgusting. No decent, democratic government should disrespect its older citizens like this! What has happened to Australia? Shame, shame, shame!

hi there people i am a senior citizen,
i am seriously worried about the push to stop people over 60yrs old from driving a car or any other vehicle, all our brothers and sisters who dream of travelling around Australia in thier autumn years may have another of thier dreams destroyed by the plan of the loud mouth who has the ear of the media, isn't about time that the seniors all helped one another to fight this obsenity that will be forced on us all, please don't let the financial thugs continue with the plan to steal more of what we have left.

I left work end of last year as I was sick and tired of being penalised by having to pay exhorbitant taxes on my savings just because my wife and I had saved all our money instead of wasting it on cigs and grog.
So we are now self funded retirees and enjoying our life instead of working ourselves to death just to pay the taxman.
Paul Keating in his so called wisdom riased the retiring age for women to 65 when in power, and most men marry women 3 to 5 years younger than themselves so guess what? No pension for my wife when mine is due so she has to continue to live off our savings for five yeras while I go on the pension.
And now we have the stupid legislation that lifts the retirement age to 67 years!
You can bet that this law was drafted by people who sit on their backsides all day and have never been involved in jobs that require heavy lifting or digging or climbing heights, like builders or plumbers, etc?
All I can say is do what we did and say stuff working all my life and just get out and enjoy your latter years.
As someone said," you can retire too early and run out of money, or retire too late and run out of time".
I know which I would prefer.
